1. Service’s purpose:

Investment approval; establishing investment project and appraising basic of design;

  1. Subjects must be establish investment project and design’s basic and ask for construction permission:

When invest in building construction, investor of the construction must establish a project in order to review and evaluate the economic and social efficiency of the project. The establishment of the construction must comply with the provisions of the Law and other relevant regulations.

Construction investment projects are classified according to size, characteristic and investment fund. The content of the construction investment projects are prepared in accordance with the requirements of each type of project.

As for housing development project, commercial housing development project, which don’t require budget:

  • District People’s Committee approves project’s investment.
  • Construction department appraises, submit to City People's Committee for approval of investment (project with 500: 2000 houses).
  • Construction department appraises, submit to City People's Committee for opinions of line ministries before submitting to Prime Minister for approval of investment (project > 2500 houses).

                             As for Civil and Industrial construction project using government’s budget:

  • Group A project: Department of planning and investment apprises and summits to City People's Committee for appraisal.
  • Group B, C: Organizations and individuals, who are decentralized and authorized to make investment decision, are responsible for evaluating projects decentralized and authorized.
  • Techno-economic report: investor evaluates design and construction drawing and submits to organizations and individual, who are decentralized and authorized by City People's Committee to make investment decision, for evaluation and approval of techno-economic report.

                             These following projects only need to prepare techno-economic report:

a)      Religious constructions

b)      Small-scale construction and other constructions prescribed by the authorities.

-          When invest in building individual house, investor of the construction don’t have to prepare construction investment project and techno-economic report, they only need to prepare application for construction permission.
